01' XJ Power Steering winding noise?

On our 01' XJ there is a winding noise that increases when accelerating (even in neutral). It sounds as if the sound is coming from the power steering pump but I can't exactly tell. I have removed the belt and started the XJ, winding noise is gone, so I know it is either power steering pump or water pump. Both turn without issues and neither is leaking. Any suggestions on how to trouble shoot further?

Ended up replacing the pump. It's all good now!
