Frame rot - Safe T Cap?

Hey guys, I just bought a 99 TJ about a month ago. A few days ago I took a steel wire brush to the rear trailing arms and took off a whole bunch of rust, and found a big hole (see pic).

I've been doing some research and it seems like Safe T Caps may be my best option. Does anyone have any experience with this? Unfortunately I do not know how to weld, so I'll have to take it to a shop. The best I can do is clean the area up as best I can before hands. I live in Winchester, about 15 minutes north of Boston, does anyone know of a good welder in the area that won't charge me an arm and a leg?

If anyone wants to take a look and help out, I'll throw plenty of pizza, beer, burgers, and hot dogs your way! :confusion-helpsos:

edit: whoops, picture make it in...
