Actually, I can see a need for something like that. A lot of military vehicles run that sort of tubing as protection against IEDs and RPGs. It causes them to explode before they actually hit the skin of the vehicle, dampening the effects. Maybe he thinks there are terrorists around. Or maybe he's a don in the mafia - those guys can't be too careful.

Because the Mad Max the remake is coming out he is getting prepared.
