Question on crush sleeve

Picked up a Rough Country adjustable track bah and have a question. It came with better-than-it-shipped-with-from-the-factory grade 8 hahdware but not the crush sleeves (ref photo 3 and 4 on link) http://s3.amazonaws.com/roughcountry/in ... 108500.pdf
I'm thinking the idea behind the sleeves is to avoid wallowing out the new holes in the frame. If that's true, I was thinking of possible options and this is where you come in
Option A - go to HD for some copper tubing, with the correct ID for the bolt. Cut it so either end protrudes from the frame rail by maybe 1/16" and if my calculations / guess is correct, torquing down the bolt will (might) give the same result as a crush sleeve. Understanding getting the correct length could be a real betch
Or option B, weld some 1.5 - 2" washers to either side of the frame, washers with an ID that's the same as the bolts OD. Pretty sure I saw that used as a DW fix when the factory bolt hole got elongated
