Remove Fender Flares- Help!!

So, yesterday I planned on replacing my stock TJ fender flares with 7"deep pocket fender flares.. because its about time to cover some of my tires..
I started off at the front right fender flare and the extension... The only piece that came off after 2 hours was the extension!!
The front fender flare that a nutsert/rivet/threaded inserts in the wheel well.. they just spin.
I've tried spraying them down with PB Blaster.
I've tried holding onto the backs with needle nose pliers while using the 8mm socket with ratchet & box wrench on the other side..
I've tried a pry-bar, which didn't work since it's not big enough..
I got all of the bolts with the plastic blocks off.
While researching, a bunch of people say either they didn't have a problem OR cut/grind the bolts..
um, help! I seriously need some help! I can't use any tools that need power because I live in a condo building.

Had the same issue and had to use channel locks to hold the back side (nut) from spinning. However when you get to the rear, their are several points that you access to stop the back side from spinning. I sounds as if you are going to need to use some power tools to drill out the old nutsert. Best bet would be to connect with someone so you can use a grinder. You could also cut a slit in the stock flairs to at least remove the stock flares.

Maybe try one of these cordless grinders... You can find an area of the parking lot where no one can see you work...

The joys of New England. Last set of flares I worked on we ended up grinding those bolts off then used FAT hex head sheet metal screws into the holes where the nutserts were.

I got some vise grips to try and hold the nutsert/rivet... If that doesn't work, looks like I will be buying a grinder!!
My flares came with the hardware, which is good. I might go buy some hex nuts and use those on the back to hold it. I don't know how many plastic blocks came with my kit. I'll have to go check.
But thanks for the advice, just wish it was easier!

If you can find a place to use it there might be a parts store that will rent you a grinder.

I have the 18 volt battery packs for the cordless grinder that Jon posted, but I am an hour away from you.

I'd expect you get a battery + charger with the grinder... $40 isn't too bad either.

Nope, $40 just gets you the grinder. If it is part of a kit you get the charger but I can't find a combo kit that has it.

I feel like I live so far away from 80% of everyone on here!!! Ahh!!!

Update on the progress...
1) Rear fenders were wicked easy- basic tools- yay! I didn't have to remove the whole panel in the rear fenders, which saved me alot of time and hassel
2) Top bolt in front fenders are legit impossible to replace... vise grips won't grasp the actual nutsert due to the overlay in the metal pieces.. (see last picture)
