TJ rear brakes

2004 Rubicon rear disc brakes.
I've done the calipers, pads, and rotors before, no big deal. Now it needs the parking brake shoes. I take it apart and notice the rotors are junk, so I pick up new pads, rotors and PB shoes.
Looking closer it seems this will be a heck of a lot easier with the axles pulled out, so out they come. Wow, look at all the room to do the shoes!!
I remove the old shoes and install the new ones, now the rotors won't go back on, interference with the shoes.
So I check the adjuster, turn it all the way in. Still won't clear the shoes. Back off the e-brake adjuster, still won't clear.
It looks as if the rear shoes, both L & R sides, are not sitting against the actuating arm flush. Not sure what's causing this...
Any ideas?
