seatbelts / inspection question?

I took my rear seatbelt/shoulderstrap off to mount a CO2 tank on the sportbar of my '98 TJ. Then I thought: will this pass inspection? I'm due in Nov. The seat is out, but could be put back in. I know alot of folks have no back seat and no rear seatbelts, but from the looks, a back seat is history in those setups.

Do I need to put the rear seatbelt back in for inspection if the rear seat is out, but could go back in? Sort of like the requirement to have functioning windshield wipers, but no requirement to have a windshield.

i got my last jeep inspected with no rear belts. hell, my driver front belt was on the fritz and not really working and they never said anything. ive never actually seen an inspector glance at a seatbelt..

I haven't had the rear seat or belts in either my YJ or TJ.
Never an issue at inspection time.

I've had inspectors ask me about seat belts. In my YJ I would fold the seat up, when I put it back I normally didn't pull the seat belts back through. The inspector always insisted on seeing a belt for every seat. I would say that if the seat's out he wouldn't worry about it, but if you have a seat it has to have a seat belt.
