It is on one of the screens that you can access through the tabs on the left of the window. I can check which one when I get home tonight.

Open or download the file for the radio.
On the left, go to the settings tab
Go to Other Settings
Power-on Message 1 & 2 are the lines for the the welcome message.

are you using CHIRP or the Baofeng UV-RN? Guessing its CHIRP as I just downloaded that agian and it has the settings you mention...
the UV_5R_en does not appear to offer the rename function as far as I can tell. I used it to clone a radio successfully but cant for the life of me find a setting to change the welcome / power on message...

Chirp is the easiest and by far the better program.

Congratulations !!! I got my General lic last year and its been a blast. I have been building antennas and setting up a sweet station here. I talk most of the time on 2 meters simplex 146.545, 10 meters 28.400 and 160 meters 1.930 ( The toad Harbor Net, every evening around 8pm ). Ill be putting up an 8 element cubical quad on 2 meters in the spring and may be able to reach you on simplex but Im sure there is a repeater that we could both reach. If you have any questions about radios or antennas, dont hesitate to ask. My call is KC1EEL so I hope to hear you on the ham bands. Look me up on qrz.com and e-mail me. All my contact info is there. Hope to hear you soon. 73's

Thanks Kevin. I'll take a look on QRZ for you, just registered a few minutes ago. Been lurking on 2m and 70cm so far, just listening and learning the ropes. No HF capabilities yet.
