Just a thought, and probably not practical, but...
Is there any way to require a small charge - say $5.00 or something, with the offer to refund to legitimate accounts? That would discourage some legit people, but the spammers probably wouldn't risk it.

Practically, any kind of $ charge would be difficult to implement.
