I can already tell that the large pack may be needing to break down some. It's pretty tight in there, and getting anything out is a labor (not to mention having to empty the bag to get the straps at the bottom). Adding the passenger side panel with some bags, and putting the "Personal" gear like TP, Bug Spray, Etc, and pulling out all of the Emergency road gear like the Jumper Pack, cables and leaving on the driver's side only the Off-road gear, radio(s), and Medical kit will make it better/more focused.
As far as accessibility, I made them easily removable and carry-able, I'm trying to make the gear as easy access as possible, Especially the med Kit, it's got the prominent Red cross marking and right at the top, just pop clip on the main strap and pull the main handle and the velcro tear away pouch comes off. As for contents, it's pretty comprehensive, I combined the big First Aid kit from CVS, with a bunch of add-ins (Splint, Neosporin, Superglue, more/better bandages, Medical tape/pads, etc).
I still have the Tailgate MOLLE panel (Smittybuilt panel) that I can use for a place for the Emergency Road gear, especially given it's location close to the Jack/Spare, and that it never leaves the Jeep.
I'm also looking at getting a 48" Hi-Lift Jack and mounts for Axe and Shovel that mount high up on the roll Bar across the back (on the horizontal bar near the hard top, up out of view). that and the extinguisher mount will probably be some of the last gear mods I do, until I build a box for the back w/Drawers and Gear Tie Downs (Cooler, and possible "Chuck Box" for camping).
