Could be hiding a 4" lift in there. It's sagged a bit now though.

my first thought is golf ball collector but why the hell is there a winch to do that???

Actually, I can see a need for something like that. A lot of military vehicles run that sort of tubing as protection against IEDs and RPGs. It causes them to explode before they actually hit the skin of the vehicle, dampening the effects. Maybe he thinks there are terrorists around. Or maybe he's a don in the mafia - those guys can't be too careful.

No flames, I AM being sarcastic here.
